Park Village history encompasses five decades of service to our community. It started in the early 1940’s with the founding of Torgler’s Rest Home. The building was located at 227 W. 6th Street in Dover. Mr. Charles Torgler owned and operated the rest home until it was purchased by Frances Eiler Karl, R.N., in 1952. Mrs. Karl was employed by Mr. Torgler in 1948.

Mrs. Karl changed the name to Karl Nursing Home. Karl Nursing Home operated under this name until it was purchased by Mrs. Karl’s daughter, Rose Anne O’Donnell, R.N. and son-in-law, Robert G. O’Donnell, in 1964. Mrs. Karl retired in 1964 at the age of 70. At this time, the name of the thirty-bed facility was changed to Dover Nursing Center.

Robert G. and Rose Anne O’Donnell began plans for a modern facility to replace the three-story mansion in the mid-1970’s. A new fifty-bed facility was constructed in 1977 at 1525 Crater Avenue, Dover. The new facility opened its doors on February 1, 1978.

Dover Nursing Center began a name of transition shortly thereafter to Park Village Health Care Center. The name transition was finalized in July 1986, with the opening of a fifty-bed addition designed by Mr. and Mrs. O’Donnell.

With the addition of fifty beds came the employment of Mr. and Mrs. O’Donnell’s son, Robert O’Donnell, M.H.A. Two additional family members joined the organization in 1989: Robert’s wife, Katherine O’Donnell, R.N., B.S.N., and Robert G. and Rose Anne’s daughter, Mary Anne O’Donnell, R.N.C., B.S.E.

Park Village expanded the health care facility in 1990 to meet the growing demand for private accommodations. The development of an Assisted Living facility started in 1997. The 41 assisted living apartments were constructed next to Park Village Health Care Center. The new business brought Robert and Mary Anne’s brother, Tom O’Donnell to Park Village as the Director of Support Services.

In 2001, a 16 apartment Specialty Care Unit was added to the Assisted Living Facility. The Specialty Care Unit provides nursing services in a residential Assisted Living environment. Since the demand for this service was far greater than the supply, another Assisted Living facility was constructed in 2004. The freestanding 58-apartment facility is adjacent to the Health Care Center.

Park Village Health Care Center added additional private rooms and a new therapy area in the 2005 expansion of the rehabilitation unit.

In 2007, a 26 unit Independent Living facility opened its doors to offer another level of service. Located next to the Assisted Living North facility, the Independent Living facility features one and two bedroom apartments. They are equipped with a full kitchen, bathroom with separate shower and jetted tub and spacious bedrooms and living areas.

From a 5,000 square foot facility with 20 employees in the 1950’s to a 145,000 square foot building complex on 10 acres with 180 employees today, Park Village continues to provide top quality care to our elderly community.
